District Assistance/County Capacity Building

The District Intervention and Capacity Building Project is a joint initiative of the California Department of Education (CDE) and the California County Superintendents Educational Services Association (CCSESA) with support from the California Comprehensive Assistance Center (CA CC) and private foundation support. Regional Capacity Building (RCB) Component
The RCB component focuses on developing the expertise and support provided by County Superintendents to support and assist districts to improve student achievement. Regions work together to develop county and regional expertise to ensure that districts within their county/region have access to the necessary resources for district and school improvement. Each of the eleven CCSESA regions has been grant funded to increase support to districts and to develop and disseminate tools and processes that support district improvement and student achievement.

District Assistance and Intervention Team (DAIT) Component
Fifteen pilot districts in Program Improvement (PI) or at-risk of PI are working with an external DAIT to complete a comprehensive needs assessment, prioritize a set of high leverage action steps in their Local Educational Agency (LEA) Plan and receive support for implementation of these systemic district changes to improve student achievement.

Building Blocks of Integrated Academic Support Toolkit

The Building Blocks of Integrated Academic Support toolkit reflects promising practices gained from the two-year DAIT pilot in 15 districts across the state.  It is intended for use by district assistance and intervention teams and other technical assistance providers to better coordinate intervention and integrated support to schools and districts in California.  Please click here for additional information, including access to the full document.

Evaluation of California's District Intervention and Capacity Building Initiative: Findings and Lessons Learned

The California County Superintendents Educational Services Association (CCSESA) and the California Department of Education (CDE) received funding from the Bill & Melinda Gates Foundation to pursue the development of the District Intervention and Capacity Building Initiative, a three year grant to develop technical assistance processes and procedures for districts in Program Improvement. The completed evaluation of the three-year project conducted by SRI International provides indepth findings, impact on student achievement, and lessons learned. Evaluation of the California Statewide System of School Support (S4) Final Report

The California Department of Education (CDE) contracted with the Human Resources Research Organization (HumRRO) to conduct an independent evaluation of the Statewide System of School Support (S4), which began in May 2008, and was reported to the Legislature on March 19, 2010. Please click here for the Executive Summary.  The full report can be found here.

"School Board Leadership: Strategies for Aligning Board Policy-Making with Education Reform and Program Improvement" Handbook

The California School Boards Association (CSBA) and County Superintendents Educational Services Association (CCSESA) co-developed the "School Board Leadership: Strategies for Aligning Board Policy-Making with Education Reform and Program Improvement" handbook.  The handbook was developed as a resource for District Assistance and Improvement Teams (DAITs) and districts to guide school boards and district leaders in their policy making role within an education reform and program improvement environment.  The full handbook can be downloaded here.
